For foreign crewing agencies and personnel suppliers
WTTA for inland shipping and river cruise crewing agencies
Does your agency recruit river crew, employ them or supply them to a vessel operator? Start with that distinction before applying for WTTA admission. This guide helps foreign businesses prepare the questions and records for inland shipping or river cruise assignments involving Netherlands work.
Under the general WTTA test, supplying employees for payment to work under another company’s direction and supervision can be labour lending. A foreign establishment does not by itself remove Netherlands work from scope. These general rules do not settle every cross-border vessel arrangement. Official scope guidance and guidance for foreign suppliers.
Recruitment, crew supply or a managed service?
Write down how the arrangement works in practice. The words “recruitment”, “crewing” or “crew management” on a contract do not establish who employs or directs the crew. The official test looks at employee supply, payment and direction and supervision. Genuine outsourced work, with the supplier retaining direction and supervision, is treated differently. NAU: when admission may be needed.
- Recruitment only: do you introduce candidates who then sign directly with the vessel operator, or does your business also supply personnel?
- Crew supply: who employs and pays the crew, invoices for their work, and gives day-to-day instructions on board?
- Managed service: who controls how the work is done, beyond agreeing the result or service level?
- More than one intermediary: identify every business between the employer and the operator. Do not stop at the first contract.
Use those answers to support a scope assessment. They are intake questions, not a finding that your company needs, or is exempt from, admission.
What if the vessel sails in several countries?
The NAU’s foreign-supplier guidance focuses on workers actually working in the Netherlands. It does not resolve every inland shipping itinerary or vessel structure. Record where work takes place and ask for advice on the Netherlands connection before drawing a conclusion. Official foreign-supplier guidance.
For a useful assessment, prepare the vessel’s operating area, assignment dates, countries where duties are performed, employer and operator details, and who directs each crew function. Include flag and registration details as background. Neither a Dutch client address nor a single boarding port is enough information for this guide to decide your position.
WTTA preparation checklist for a foreign crewing agency
This is a practical file structure, not a universal list of mandatory application documents. The official application route determines what must be submitted. NAU: application routes and evidence.
- Company and chain: identify the contracting company, employer, any intermediaries and vessel operator. Keep relevant registration records and agreements together.
- One representative assignment: record duties, dates, work locations and actual direction and supervision. Separate deck, technical and hospitality roles where their arrangements differ.
- Application route: record your existing or new-supplier position, SNA status if relevant, and whether transitional registration needs attention.
- Inspection preparation: ask the appropriate inspection body which employment, payroll, tax and administrative records your route requires. Track missing evidence and its owner.
- Financial and conduct requirements: check the applicable security deposit and foreign-company conduct rules against the official guidance. Do not assume the same paperwork applies to every company.
- Follow-up: assign responsibility for scope advice, registration, the application and changes in the operating model.
The NAU provides foreign-business steps for KVK registration, eHerkenning and a linked Message Box for Businesses. Check these early if you need to use the admission process. Official foreign-business setup steps.
WTTA dates to plan around
- 1 November to 31 December 2026: transitional registration window.
- 1 January 2027: the main WTTA framework takes effect.
- 1 May to 30 June 2027: application window.
- From 1 July 2027: NAU assessments begin.
- 1 January 2028: enforcement of the admission requirement starts.
Registration alone is not admission or proof of transitional eligibility. Check the route and conditions for your company. The 2028 enforcement date is not a reason to postpone 2027 preparation or applicable duties. Official timetable; phased commencement decree.
Keep WTTA separate from other crew requirements
Posted-worker notifications
Do not copy a general staffing notification checklist without reviewing the sector. Official guidance lists water transport, SBI 50, among the sectors exempt from notification for posted EU, EEA and Swiss workers. It states that these exceptions do not apply to posted third-country nationals. Check the actual activity and arrangement; this page does not classify your crewing agency or confirm an exemption. A notification exception does not decide WTTA scope. Official notification exceptions.
A1 and social security
SVB provides specific A1 application guidance for Rhine boatmen alongside other international workers. Ask the competent social security institution which rules and evidence apply to your crew. An A1 question is separate from labour-supply admission. SVB: A1 application guidance.
Qualifications and vessel operation
ILT sets out separate inland shipping rules on qualifications, minimum crew, work and rest periods, service record books and medical examinations. The applicable requirements depend on the vessel, route and role. Do not treat WTTA admission as approval of those matters. ILT: requirements for inland shipping crews.
Individual permission to work
Keep each crew member’s right-to-work assessment separate from the company’s WTTA preparation. Record this as a question for the appropriate adviser or authority, especially for third-country nationals. This page does not determine anyone’s immigration status or permission to work.
Questions from foreign crewing agencies
Can a Bulgarian, Polish or Portuguese agency need WTTA admission?
Yes, a foreign agency can fall within the general rules when it supplies employees for Netherlands work under another company’s direction and supervision. Your nationality or home-country registration alone does not answer the scope question. Have the actual arrangement assessed, including any exception. NAU guidance.
Is “WTTA certification” the same as an SNA certificate?
The official WTTA process concerns admission by the NAU. SNA certification is relevant to one application route; it does not by itself establish that admission has been granted. Official SNA application route.
Does this guide confirm that all river crew agencies are covered?
No. Recruitment, employment, supervision, the supply chain and work locations need to be established first. We have not obtained a sector-specific ruling for your business or a cross-border voyage.
Where can we apply?
The NAU’s official website explains the application process and timetable. Admitta is not the admission authority or an inspection body. Go to the official foreign-supplier guidance.
